The Second Administrative Reforms Commission in its 15th Report has highlighted some serious weaknesses in the existing procedure of appointing chairpersons and members to the State Public Service Commissions. The report says that the lack of clarity in the Constitutional provisions on the background and qualifications of the members and chairpersons of State Public Service Commissions has led to the appointment of persons without adequate experience and qualifications to these key positions. This, the report further says, has eroded the reputation of state public service commissions for objectivity, transparency and fair play.

The Administrative Reforms Commission has also made a series of recommendations to ensure that persons with proper experience, qualification and reputation are appointed to the state public service commissions. However, no state seems to have taken these recommendations seriously so far.

As students of Law, Governance and Policy of Azim Premji University, we have taken up a project to generate public pressure for the implementation of these reforms through research and advocacy.
